An electrical or hot-plastic smell means the breaker stays off until the machine has been checked; smoke means leaving and calling 911. Burnt milk alone is a cleaning job and can wait, as long as the smell goes once the frother is clean.

An espresso machine heats water close to boiling in a small metal block and runs motors for the grinder, the pump and the brew unit, all packed tightly in a plastic housing. Two very different smells come out of that. One is food: milk baked onto a frother or wand, coffee oil on a hot surface, or beans scorched in a grinder that jammed. It is unpleasant but it is not a hazard. The other is electrical: hot plastic, varnish or a sharp ozone note from the vents, which can mean a motor straining, a heater running dry or a connector overheating on the board. A built-in in a tall cabinet adds one more cause: the ventilation gaps the installation guide asks for were closed by a trim panel or a cabinet back, so the electronics cook in their own heat. When the smell is anything other than plain burnt milk, stop the machine and switch it off at the breaker rather than at the button, because the button leaves the board powered. Then let it cool without opening the housing.
